Establishment of New HDR Courses/Degrees and Units

  1. Action by faculty

    1.1 The faculty manager or nominee sends new postgraduate research course/degree/unit  proposals (hyperlink)  to the convenor of the Research Graduate School Committee Steering Committee via the manager, Monash Research Graduate School (MRGS).

    1.2 The associate dean responsible for research degrees or nominee of the managing faculty liaises with the Steering Committee of the Research Graduate School Committee (RGSC) in order to respond to comments and adjust the course/degree/unit proposal as necessary. For new postgraduate research courses/degrees a joint meeting of Steering Committee and faculty representatives is generally arranged.

    1.3 When the preliminary review by the RGSC’s Steering Committee is complete, and faculty board or an executive have approved the proposal, the faculty manager of the managing faculty sends to the manager, MRGS (who is secretary to the RGSC) the course/degree/unit  proposal (hyperlink) which includes:

    • accompanying memorandum which must be signed by the dean and the associate dean responsible for research degrees (or nominee) of the managing faculty and, where applicable, associated faculties
    • full details of course/degree/unit proposal, including statements on  resource impact, including library needs; and marketing potential/plan
    • in the case of doctoral degree course proposals the names of possible external assessors, including the faculty’s nominee.

    1.4 All documents pertaining to the final/amended proposal must be submitted in single-sided, unstapled hard copy to the manager, MRGS (who is secretary to the RGSC).

    1.5 The faculty must maintain a single repository for final, definitive versions of all course/degree and unit documentation.

  2. Action by Research Graduate School Committee

    2.1 The manager, MRGS, submits full postgraduate research course/degree and unit proposals to the RGSC for consideration.

    2.2 In the case of new doctoral course/degree proposals, two external assessors are invited to review the submission. One of them is nominated by the relevant faculty. The second is chosen by the RGSC, either from a list supplied by the faculty or by the RGSC itself. The RGSC also reserves the right to forward masters by research course/degree proposals to external assessors if appropriate.

    2.3 In the case of course/degree proposals, the RGSC may either:

    • approve the proposed postgraduate research course/degree for submission to Academic Board for approval

    (Where the RGSC approves the proposed postgraduate research course/degree/unit, the RGSC secretary includes the postgraduate research course/degree code, title and brief description in the Recommendations contained in the RGSC’s Report to Academic Board.)

    • recommend changes; or
    • not approve the proposed postgraduate research course/degree

    (Where the proposed postgraduate research course/degree is not approved or changes are recommended, the associate dean responsible for research degrees (or nominee) of the relevant faculty/faculties transmits this information and the committee’s recommendations to the relevant faculty, for follow up action and resubmission.

    2.4 In the case of unit proposals the RGSC may either:

    • approve the proposed postgraduate research unit(s) for submission to Academic Board for approval

    (Where the RGSC approves the proposed postgraduate research unit, the RGSC secretary includes the postgraduate research course/degree code, title and brief description in the Recommendations contained in the RGSC’s Report to Academic Board.)

    • recommend changes; or
    • not approve the proposed postgraduate research unit.

    (Where the proposed postgraduate research unit  is not approved or changes are recommended, the associate dean responsible for research degrees or nominee of the relevant faculty/faculties transmits this information and the committee’s recommendations to the relevant faculty, for follow up action and resubmission.)

  3. Action by Academic Board

    In the case of course/degree proposals, Academic Board either approves the course/degree, recommends amendments to the proposal or does not approve the proposal.

    In the case of units, Academic Board notes the proposal in the Proceedings of RGSC’s report.

Disestablishment and Amending of HDR Courses/Degrees/Units

  1. Action by faculty

    Major amendments to courses/degrees

    Major amendments to existing postgraduate research courses/degrees are included in a faculty report for approval by RGSC.

    Normally a major change in a postgraduate research course can be reported in a memorandum from the faculty although a standard form (hyperlink) is also available for this purpose.

    The memorandum should include confirmation that the amendment has been approved by faculty board, or where regulations permit, a faculty executive committee; and any departments/schools/centres/faculties affected by the change.

    Minor amendments to courses/degrees

    Minor amendmentsto existing postgraduate research masters courses/degrees  are included in a standard memo (hyperlink) for noting by RGSC.

    Minor amendments to existing doctoral and MPhil courses/degrees are submitted in a standard memo (hyperlink) for approval by RGSC.

    Major amendments to units

    Note: An amendment to credit points or additional year level associated with a unit constitutes the establishment of a new postgraduate research unit. In these cases the reporting requirements are the same as for any major amendment of a unit, rather than requiring a full unit proposal.

    Major amendments to existing postgraduate research units are submitted in a standard memo (hyperlink) for approval by RGSC.

    The memorandum should include confirmation that the amendment has been approved by faculty board, or where regulations permit, a faculty executive committee and any departments/schools/centres/faculties affected by the changes.

    Minor amendments to units

    Minor amendments to existing research masters units are included in a standard memorandum (hyperlink) for noting by RGSC.

    Minor amendments to existing doctoral and MPhil units are submitted in a standard memorandum for approval by RGSC.

    Disestablishment of  courses/degrees

    Disestablishment of existing courses/degrees are reported in a standard memorandum (hyperlink) for approval by RGSC.

    Disestablishment of units

    Disestablishment of existing units are reported in a standard memorandum (hyperlink) for approval (in case of doctoral and MPhil units) or noting (research masters) by RGSC.

  2. Action by Research Graduate School Committee

    Major amendments to courses/degrees

    Having reviewed and approved major amendments to a course/degree the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board. Where changes are deemed to be significant university-wide, it will be reported in the Committee’s Recommendations to Academic Board.

    Minor amendments to courses and degrees

    Having reviewed and approved (doctoral and MPhil) or noted (research masters) minor amendments to a course/degree the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board.

    Major amendments to units

    Having reviewed and approved major amendments to unit(s) the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board.

    Minor amendments to units

    Having reviewed and approved (doctoral, MPhil) or noted (research masters) minor amendments to unit(s) the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board.

    Disestablishment of courses/degrees

    Having reviewed and approved disestablishment of  a course/degree the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board.

    Disestablishment of units

    Having reviewed and approved (doctoral, MPhil) or noted (research masters) disestablishment  unit(s) the RGSC reports in Proceedings contained in RGSC’s  report to Academic Board.

    Disestablishment of research masters units must also be approved where there are university-wide implications.
